Utilities
The City of Chapman provides water, sewer, and electric services to residents within city limits. To start / stop utility services, please contact City Hall at (785) 922-6582. Utility meters are normally read around the 20th of each month. Utility bills are mailed to residents on the 1st day of each month and are due on the 20th of each month.
Please call the non-emergency dispatch number, (785) 922-6211, with any utility issues after normal business hours.
Deposits and Connection Fees
Utility Rates
Residential Utility Deposit – $150.00
Commercial Utility Deposit – $300.00
Water Connection Fee – $40.00
Electricity Connection Fee – $61.50
Water – $3.50 per 1,000 gallons plus $20.00 service fee
Sewer – $3.00 per 1,000 gallons plus $20.00 service fee
(Sewer is based on average use from January through March each year)
Electric – KwH x .130 cents plus $18.00 service fee
