Community: A charming city nestled alongside the Smokey Hill River/Chapman Creek valley, in the northern portion of the beautiful Kansas Flint Hills, Chapman is immediately adjacent to I-70, two hours west of Kansas City, and within an easy drive of both K-State and KU. Chapman boasts of an excellent school system (The Chapman Celtics), with every school being virtually brand new.
The Indian Hill Golf course (indianhillgc.com) has been described as ‘the best 9-hole public course in the Flint Hills’. Most of the Chapman housing stock is in good/excellent condition; many homes have been built in the last decade or two. The City is very ‘clean’ and well maintained. Chapman is a progressive community, with a strong emphasis on quality of life, making it a great place to raise a family.
Organization: As a City of the Third Class, Chapman operates under the Kansas Mayor/Council form; comprised of a Mayor and five council members, all elected at-large. Council terms are two years. Both the City Clerk and (part-time) City Attorney are experienced. (Also, there is a professional ‘interim’ administrator in place).
The City of Chapman employs 16 people full-time; who provide services including traditional public works, along with water, sewer, and electric utilities, and also the Indian Hill Golf Course. The current Chapman budget is $2.1M, and the current total assessed value in the City is $8M. The local fire department is organized under the City, via twelve volunteer firefighters.
Experience: The ideal candidate should have experience working in a municipal organization, or in a similar situation. City ‘CEO’ experience is preferred, but not necessarily required. Candidates should be able to demonstrate specific city-government education and/or acquired knowledge.
Education: Minimum Bachelors’ degree; MPA degree preferred.
Salary Range: $70,000-$85,000, depending upon applicable experience. A negotiated employment contract will be offered upon selection, including a full range of benefits.
