Anita Duncan


Anita is originally from Ohio.  She has had a vast array of jobs in many different states due to being a proud military spouse.  Anita moved to Chapman in 2004 when her husband was stationed at Ft. Riley.  She loves spending time with her 4 children and 10 grandchildren. Anita began working for the city in December of 2018.

Public Works and Recreation Director

Elizabeth Berg (Liz)


Liz was born in Texas and graduated high school in Illinois. After graduating school, she joined the Army and served as a helicopter electrician and mechanic. After separating from the army, she worked as a lead avionics technician for Science and Engineering Services, Inc, in Huntsville, Alabama. Liz and her family moved to Chapman from Alabama after her husband received orders to Ft. Riley. Liz attended Kansas State University and earned a Bachelor’s in Dietetics and a Bachelor’s in Human Health and Nutrition. She became the Recreation Director for the City of Chapman in February of 2020 and became Public Works & Recreation Director in August of 2020. Liz is currently attending Liberty University and is expected to graduate with a Master of Public Administration in 2022. Liz enjoys spending time with her family and dogs outdoors.

Chief of Police

Kevin Diercks


Chief Kevin Diercks has been with the Chapman Police Department since September 2011.  His wife Heidi is a Science teacher at Chapman Middle School. He has four children. Two have graduated from Chapman and two are still in school.  Kevin has Associates Degrees in Biology and Criminal Justice from Colby Community College.  He began his career in Law Enforcement in April of 1990 as a Detention Officer with the Thomas County Sheriff’s Office in Colby,Ks. In October of 1990 he became a Deputy Sheriff and graduated from the Kansas Law Enforcement Training Center.  In October 1993 he moved to the Colby Police Department in Colby, Ks. While at Colby he was a member of the Special Response Team. He attended FBI  sniper school and was also an entry team member. He has been a certified instructor in Defensive Tactics and several facets of firearms use.  Kevin moved to the Chapman area in October 2008 as his wife Heidi took a teaching position at the Chapman Middle School. He was with the Abilene Police Department until coming to Chapman. He continues to enjoy training in tactical applications and school security.  In his off time Kevin enjoys hunting and fishing as much as possible with his family. Diercks was appointed as Chief of Police in January of 2017.
